Valsts un pašvaldību sektors un bezpeļņas organizācijas

Government sector is a bureaucratic apparatus of the state, structures, which provide people with services, plays role of supervisor of complying with laws, etc. Non-for-profit organisations are various funds, non-governmental and public organisations, movements, clubs, etc.

Public procurement is the main tool of state institutions and sometimes of private companies for buying services and goods. Because of big amounts, public procurement has a major on economy. Various local and international business organisations participate in public procurement, competing on government and private orders. One of the main problems in this area is how to ensure transparency of public procurement, so that the product or a service of a highest quality could be purchased by a lowest price not violating laws.

Baltic States still lag behind Western countries in a number of NGOs and other public organisations. Various programs of promoting, developing and supporting NGOs are being created and implemented. Organisations are created by initiatives of citizens who understand that in this way they can defend their rights and represent their interests. Although in this area it remains much to do in order for non-for-profit organisations to become real tools of public society.
